A. CFL Organization

 

1. The CFL will be governed by the Office of the Commissioner. The office will contain the CFL Commissioner, the CFL Vice-Commissioner, CFL Office of General Counsel, and the CFL Treasurer.

 2. The CFL Commissioner and CFL Vice Commissioner will be an elected position. These postions will be elected for a term of (3) three years. Only CFL team owners will be eligible for the  position of CFL Commisioner  and Vice Commissioner.

3. The positions of CFL General Counsel and CFL Treasurer will be appointed positions. Only the CFL Commisioner will have power to appoint these positions. Team owners will be able to over rule the appointments of these positions by a unanimous decision. Should this vote occur, the CFL Commissioner and Vice Commissioner should account as one vote.

4. The terms of office for the CFL General Counsel and CFL Treasurer will expire on the the last day of the CFL Commissioner and CFL Vice Commisioners term.
 

5. All decisions made by the CFL Office of the Commisioner will be considered final. The CFL Commissioner will have final say in all matters of the CFL and will have final judgement on the interpretation of the CFL Policies and Procedures. Any decisions to be made by the CFL Commisioner will be first approved by the CFL General Counsel and CFL Vice Commissioner, then presented to the CFL Commissioner. This hierarchy will be followed for any CFL matters. No matters ruled on by the CFL Commissioner will be open to appeal. The CFL Commissioner will hold responsibilty of final judgement.
 

6. The position of CFL Commissioner and Vice Commissioner will not be an impeachable position.
 

7. The CFL Commisioner will inherit the duties of final word of any grievance, disciplinarian, and must uphold a strong presence of responsibilty. The CFL Vice Commissioner will compliment the CFL Commissioners values and not be in constant opposition of the CFL Commissioners platform. The CFL Commisioner will be tasked with collection of weekly picks, posting picks to the CFL website and up keep of the CFL website.
 

B. General Rules

1. CFL team owners will be the soleful person(s) to make picks for their respective teams. Team owners will not include any additional person(s) to their team unless approved by all team owners.
 

2. Picks are to be in on time. The time will be set forth by the Commissioner and posted on the "CFL Weekly Picks" page of the CFL website. Owners are required to check the "CFL Weekly Picks" Page for that weeks picks and the deadline set for the picks. The Office of the CFL Commissioner may send the picks out to the team owners via e-mail as a courtesy, but this is neither a requirement nor a grievable matter, should the picks/deadline not be sent via e-mail. It is the responisbility of the individual team owner to know look up and be aware of the picks and deadline for the week. Picks sent to the CFL headquaters after the stated time will be considered invalid. Any exceptions to this rule will be determined by the CFL Commissioner and/or CFL Vice Commissioner.
 

3. CFL team owners will attend the yearly team owners meeting. Team owners may be excused from the meeting under extraordinary conditions, but MUST notify the CFL front office no less than 24 hours prior to the yearly meeting. Should a team owner be unable to attend the CFL annual team owners meeting, a voting proxy may be granted to another team owner, but must be approved by the CFL Office of the Commisioner.
 

4. All team picks must be sent to the CFL e-mail address. This e-mail address will appear on the picks page and will be displayed on every page of the website. Picks sent to any other e-mail address will be considered invalid.
 

5. Any team failing to send picks twice in a season, in any order, will be suspended for a period of one week. Teams failing to send picks three times will be suspended an addtional week (first two week failure=1 week, next time missed = two weeks) . Should any team miss four weeks in a season, that team will be placed on suspension and will be considered ineligible for a playoff birth, regardless of record or standings in the league. The suspended team will then have to be re-admitted to the league by a two thirds vote from CFL team members. The affected member will be ineligible to vote on this matter. This rule will be enforced by the CFL Office of the Commissioner and will not be subject to appeal. These matters will NOT be addressed on the CFL guestbook.
 

6.  Team owners will be responsible for reviewing posted picks for their respective team on the "CFL Picks" page of the website. Any problems with the picks will be brought to the attention of the CFL Office of the Commissioner thru the CFL e-mail before the stated picks cutoff time. Any discrepinances found after that cutoff time will be considered invalid. Should a misprint from the CFL Commissioner benefit a team and it is not caught on the official pregame review (done 1/2 hour before all games start), it will be ruled in favor of the team, as a mistake by the Office of the CFL Commissioner.
 

7. Candidates for new teams will only be submitted by a CFL team owner to the CFL Office of the Commisioner. Prospective new teams will be voted on by the entire league at the annual team owners meeting. Prospective teams will only be admitted to the CFL with a majority vote. Any prospective team will read and agree to follow ALL rules provided in this CFL policy and procedures page. Any failure to agree with ALL rules will result in disqualification of prospective teams application process.
 

8. The CFL guestbook will be open for all discussion of CFL team owners. The airing of grievances against the CFL or the CFL Office of the Commissioner, will NOT be addressed on this forum. Any discussion of these matters will be subject to deletion.

9. CFL Policy and Procedures will be reviewed and updated on a yearly basis. Any submissions for policy changes will be submitted thru the chain of command (same as grievance chain of command) and will presented for discussion at the CFL team owners meeting. Should a team owner presenting a change be unable to attend the meeting, they should grant a proxy to a team owner that will be present and then contact the CFL Office of the Commissioner to have the proxy granted.
 

C. CFL Playoffs
 

1. The CFL playoff system will continue to match-up teams head to head. This was changed when we lost Bobby and the new CFL Commissioner didn't want to deal with the whole points issue.
 

2. Teams in the playoffs will only be awarded a victory if they pick the correct team.
 

3. Playoff sudden death - If this should happen, the pick will be that weeks last game, either Sunday or Monday night game. The teams involved will give points to both NFL teams involved in that game, and the closest in points, over or under, will win.


4. Should a tie occur during the Butchidog Bowl, the last NFL game will be used as a tie breaker. Should that not break the tie, the games will turn to the NCAA bowl games until a winner can be determined.
 

D. CFL Grievance Procedures
 

1. CFL team owners will afforded the oppurtunity to grieve any process of the CFL. Team owners must present grievance thru the proper chain of command. Any deviation of this process will result in disqualification of the owners grievance. Team owners will be the only party allowed to write the grievance. Any grievance written by a representative party of the team owner will result in disqualification of the grievance.

2. All grievance of CFL policy and/or procedures will be addressed in the following  manner:
    a. A formal grievance will be filed to the CFL General Counsel thru the CFL e-mail. The e-mail address     will be the same address used to send weekly picks. E-mails MUST be addressed to the CFL Office       of General Counsel.            

    b. The CFL General Counsel will have 48 hours, to approve or deny the grievance. Should the   grievance be denied, the CFL General Counsel will inform the team owner of the action, and the matter will be considered final. An appeal may be filed on this ruling and must be filed to the CFL Vice Commissioner. Should the CFL General counsel fail to rule on the grievance within the alloted time, the grievance will be automatically forwarded up the chain of command.         
 

c. Should the grievance be founded, the CFL General Counsel will forward the grievance to the CFL Vice Comissioner. The CFL General Counsel will address a letter to the CFL Vice Commissioner outlining his/her reasons for approving the forwarding of the grievance to the CFL Vice Commissioner. The CFL General Counsel will send the originating team owner a copy of the findings of the grievance. The CFL Vice Commisioner will rule on the grievance within 48 hours. Should the CFL Vice Commissioner counsel fail to rule on the grievance within the alloted time, the grievance will be automatically forwarded up the chain of command. Should the CFL Vice Commissioner find that the grievance is unfounded, the CFL Vice Comissioner will inform the team owner that the grievance is denied. Should the CFL Vice Commissioner approve the foundation of the grievance, the CFL Vice Commissioner will forward the grievance, along with a letter of explanation, to the CFL Commissioner. The letter and findings will also be sent to the originating team owner. Any denial of grievance by the CFL Vice Commissioner may be appealed by formal letter to the CFL Commissioner.

d. Upon receipt of the approved grievance, the CFL Commissioner will have duty to rule on the grievance within 48 hours. The CFL Commissioner will approve or deny the grievance and inform the originating team owner of his/her findings in a formal matter. The decision of the CFL Commission will be considered a final action and is NOT an appealable action.e. Appeals to CFL General Counsel or CFL Vice Commissioner will be addressed within 24 hours. Any appeals not addressed within this time period will be forwarded to the next step on the chain of command. If the appeal is denied in any step of the process, it is considered a final action. Appeals will be based on findings which contrast the CFL policies and procedures. Frivilous appeals will be considered invalid (ie: "The CFL General Counsel hates me!", appeals of this kind will be considered nuisance and will be deemed invalid).
